Our History

In  the 1960's, Garrett County native James Stephens- armed with a love for  his family, a 7th grade education, and a desire to succeed- stepped out  on faith and started a driveway paving company.  For nearly 30 years he would build an honest, quality  company which would serve his hometown of Oakland, MD and surrounding  areas.

In 1990, James passed  the business on to his son and long-time employee Mike, who for the next 25 years built and expanded upon the solid foundation laid by his father.  Mt. Top Paving is renowned throughout the mountains of  Western Maryland as a premier paving company who pride themselves in  even the smallest details of the job.

In 2009 Matt Stephens, Mike's son, joined the company and has overseen the operation since 2011.  Matt shares a strong commitment to quality and maintaining a reputable company that Garrett County residents can trust.  Our employees are like family, and we are blessed to have an experienced staff who take pride in their work.

We service all of Garrett County, and some of the surrounding nearby counties of Maryland, West Virginia and Pennsylvania.
